Why Austria is changing
Take part in several energy communities
Use one metering point in up to five communities. Agree a participation factor with each community; together, the factors cannot exceed 100%.
What changed
Multiple participation
Each energy community submits the agreed participation factor through the market process. The factors for one metering point may add up to no more than 100%.
Use prices that follow the electricity market
With a Smart Meter, choose a contract whose energy price follows the spot market by the hour or quarter-hour.
What changed
A right to dynamic pricing
Customers whose consumption is measured by a Smart Meter have a statutory right to a dynamic-price contract. Suppliers serving more than 25,000 metering points must offer one.
Use electricity from one site at another
Allocate electricity generated at one site to another site of the same customer, initially within one grid area.
What is scheduled
Self-supply across sites
The law takes effect on 1 October 2026. The first market processes are scheduled for 5 October within one grid area; cross-grid support is planned for 5 April 2027.
Share renewable electricity with someone else
Sell or give self-generated renewable electricity to another participant under a contract.
What is scheduled
Peer-to-peer contracts
Peer-to-peer contracts do not require an energy-community legal entity. The first market processes are scheduled for 5 October 2026 within one grid area; cross-grid support is planned for 5 April 2027.
Give parts of one site different energy contracts
Account for storage or generation separately through calculated billing points on the existing grid connection.
What is planned
Virtual metering
The October 2027 roadmap target covers storage and hybrid plants on network levels 1–5. All billing points must initially belong to the same customer.
Adjust participation several times a day
Change how much of one metering point participates in each of several energy-sharing arrangements during the day.
What changes
Adjustable participation factors
By 1 April 2028, the law requires assignments to several shared-energy arrangements, and the participation factor for each, to be adjustable several times per day.

Why we build this
I have built software for Austria's energy sector for over a decade. I have seen what is missing and how the rules work in practice. I am building energiedaten.at to make the market's data and processes usable.
